A gang is terrorizing a neighborhood and ex Army Ranger Thomas Cole is asked to find the perpetrators, to use his particular skills and temperament to make them stop or to convince them to move on. At the same time the man who murdered his father is being paroled after fifteen years in prison which stirs up long dormant feelings and causes Tom to ask what is justice, what is punishment, and what is revenge?
