The quiet little recreation fishing village of Preston Beach in Western Australia was woken up by the whirring blades of two helicopters flying down to land beside the Community Hall.

Smartly dressed men climbed out of the copters and headed into the Hall which was packed with the invited residents and owners of land in the hamlet.

With pride and utmost confidence the smartly dressed men presented to their audience the wondrous new township they were going to build for them on the coast either side of the village with 3,800 new houses, a vibrant city centre, a primary school and a police presence………

They were not prepared for what happened next.
